POWELL — An space artist going by the pseudonym Greg Wymoing — no, that is not a typo — wants you to assume. And smile.  He just lately mounted a sculpture — “Hull’s Fifty percent Acre: A Dozen Dinghies in the Desert” — on a hill outdoors Frannie. Overlooking the U.S. Highway 310, the 12 recycled electrical power boats are positioned on their ends, embowed as a team.
