Quarry Garden, a residential landscape designed by the Minneapolis-based firm TEN x TEN Landscape Architecture and Urbanism, distinguishes itself by reintroducing ruggedness to the backyard. It’s located in the Lowry Hill neighborhood of Southwest Minneapolis, and within the span of a year, it has pocketed both an ASLA Honor Award in Residential Design and a Landezine International Landscape Award in Private Gardens. In their recognition of the project, the Landezine awards jury described the atmosphere of the yard as “rich,” “dense,” and “mysterious.” Mystery is tough to achieve on a residential lot spanning a fifth of an acre, and that warrants a closer look.
A Study in Design Process
I met Maura Rockcastle, ASLA, and John Rasmussen at the Quarry Garden site early one Saturday morning in June. Rockcastle is a principal and cofounder, with Ross Altheimer, ASLA, of TEN x TEN. She had returned to her native Minneapolis in 2015 to found the studio after a prolific career in New York City. Rasmussen is an associate at the firm and was the lead designer and project manager on Quarry Garden. He had arrived that morning from birding with a colleague (highlights included a great horned owl and common grackle). The street was quiet, but the volume of birdsong rose as we approached the backyard.
Quarry Garden is only the third residential project by TEN x TEN, Rockcastle says. The clients, professors at the University of Minnesota, had moved from just blocks away and were looking for both architectural and landscape renovations to their new home. They hired the architects at MSR Design, who expanded the house and applied a vertical scaffolding treatment to the rear facade. For the landscape, the clients hoped to re-create a “woolly” environment that had characterized their previous backyard, Rockcastle says. They also hoped to incorporate qualities of “Japanese meditative spaces.”
Early in the design process, Rockcastle presented the clients with images of distinct Minnesotan landscapes grafted onto their lot. “We were playing with some collage techniques, trying to get a sense for how wild and rugged they might want to go.” The similarities between these rough collages and the final design are striking, and one collage in particular stands out: a snow-capped quarry wall, Mesabi gray, crowned with white birches and set against a backdrop of the clients’ vinyl-sided home. The clients’ positive response to this and other images gave Rockcastle and Rasmussen a vision toward which to work.

TEN x TEN’s office is located on the second floor of a repurposed light bulb factory in Northeast Minneapolis, about a 20-minute drive from Quarry Garden. The firm had moved into the office eight months prior but had yet to see full occupancy; the 17-person staff prefers to work from home. “I’m here all the time,” Rockcastle says. “It’s great.” The office is brightly lit by four large, north-facing windows. Sketches and mementos adorn the south wall, including a bright orange mold stamp from Mill 19, an award-winning adapted steel mill project in Pittsburgh. Several exhibition banners hang from the lofted ceilings and act as a divider between the kitchen and desks, and waist-high bookshelves frame the space between the desks and the conference room. These shelves are occupied by material samples, plaster castings, and a variety of plants in a variety of pots.
Finding Productive Tension
“We’re trying to collect a lot of materials, lots of [stuff] that inspires us,” Rasmussen says. “We do weird experiments.” He showed me some castings on the shelves: a mix of soot and soil congealed in a thin plaster batter. These were attempts to “replicate the ground plane” of a local, disused foundry. “We’re picking up charred timbers, moss growing. It connects you with the space and the place.”
Rockcastle had earlier told me that she encourages “a lot of experiments as a way of intentionally spending time [on-site]. If you’re using your hands, playing with the soil, or setting up a question or a prompt that you then photograph very specifically, it allows your sense of a place to be hyperfocused on a couple of different things, rather than just documenting randomly.”

This isn’t always the case, she says. “We’re still finding our way with residential clients and what processes might be of value to them.”
For Quarry Garden, Rockcastle says she and Rasmussen decided to make “key elements, like the quarry and the deck, orthogonal and tight,” and allow the wilder counterpart to fill in, “letting the species themselves do the work of being wild.” The specific wilderness Rockcastle and Rasmussen were inspired by was the Minnesota North Woods, a boreal forest environment that Rockcastle described as “short and dense with a high proportion of pine and spruce. Birch is more in the transition zone. In the fall, it’s predominantly yellow because the birch is the primary deciduous.”
Construction of the project wrapped up in 2020. Professional photos taken of the project in September of that year show a thicket of Whitespire birch with their branches hovering just feet above a plane of Pennsylvania sedge. In the time since, the birch has grown up and a window of visibility between the lowest limbs and tallest sedge has opened. “I’m really excited to think about the succession of the birch. Like, do we get to a point where we start to bring in a couple more little guys?” Rasmussen wondered, referring to trees that would reduce visibility. He didn’t mind the limbs rising but says he missed the tight “hug” of the young birch.

The ground cover was undergoing an informal review during my visit as well. TEN x TEN had specified a no-mow fescue in an area of the yard the designers refer to as “the clearing.” “Subtle characteristics” make the sedge superior to the fescue, Rasmussen says, but “from a value-added standpoint, [the no-mow] is so much cheaper.” Unfortunately, the no-mow had recently been mowed and was looking a bit defeated—a fault of the maintenance crew, who had also misidentified the garden’s sweet woodruff as a weed and uprooted it, Rasmussen told me. Landscape Renovations, the contractor that installed the landscape, would oversee maintenance in the future. And the sweet woodruff, some of which had eluded the last crew and now resembled small puffs of snow, would be worked back in.
The Big Design Move
To blur the threshold between the architecture and landscape, the designers conceived of the yard as a series of outdoor rooms. The most well-defined of these rooms is a sunken space at the back of the yard, which Rockcastle and Rasmussen consider to be the quarry proper. It’s fair to call the idea of outdoor rooms a “conventional concept,” as Landezine did, but it’s a convention because it’s an effective way of organizing space. The blurring occurs mainly in a covered outdoor lounge that faces the yard. TEN x TEN worked to ensure the yard design was visible from as much of the interior as possible, Rockcastle says. A single building and remodeling office, Terra Firma, was tasked with constructing both the home renovations and the landscape.
Out of the lounge and down the middle of the yard runs a six-foot-wide elevated walkway, surfaced with slender planks of black locust. It’s the spine of the project. “When we were modeling it, it felt powerful; it felt cool. It’s like you’re walking down a hallway…you just kind of flow,” Rasmussen says. About midway down the walkway, we stopped to inspect a Canadian hemlock. The weather had knocked out its leader branch, but Rasmussen said it would mend itself with sap and a secondary branch would take the lead, resulting in a “really cool, sculptural” hemlock.

The walkway terminates into another sculptural piece, a four-foot-wide by eight-foot-high wedge of granite. At 12,000 pounds, it’s the heaviest stone the designers specified, and it was carried over the threshold in the arms of a telehandler. Rasmussen says that “at some point, I want to drill a couple of holes through the top and on the back side. Have a water tray, so the water just sneaks through. Just a seepage.” Rockcastle wants to see light pierce the holes. “We like the idea of working with the sound of the wind in the leaves, water in the stone,” she says, creating the conditions for “those phenomenal, wild moments.”
Down three stumps of granite fashioned into steps, we descended into the quarry. Planting and grading partially obscure the quarry from view until you’re at its edge (cue the mystery). The descent is two feet and lands you on a bed of Dresser traprock and scattered forest litter. “You feel like you’re further in it” due to the top of the quarry walls sitting six inches above grade, Rasmussen says. These walls are composed of eight or so long slabs of granite procured from a local Coldspring quarry, and no material on the project exudes more character.
Roughnecks in the Garden
Known as roughbacks, each slab bears a set of evenly spaced grooves, about half an inch deep and one inch wide, along the face. The grooves are an artifact of the excavation process in which holes in the rock are drilled and packed with dynamite that, when detonated, free a 5-by-5-by-10-foot block from the quarry wall. (“Bhoosh!” Rasmussen says, mimicking the explosion sound.) Once it is freed, Coldspring shaves any defects off this block, including sections with drill holes, and it’s these sections that become the roughbacks. These specific roughbacks were tossed onto a plateau outside Coldspring’s quarry, called the graveyard, which is where they caught the eye of Rockcastle and Rasmussen.
“We didn’t know exactly what we needed,” Rockcastle says of the granite. But inventorying and deploying unused items is something of a specialty for TEN x TEN. They did it to masterful effect on Mill 19. Rockcastle says she and Rasmussen were both working on that project simultaneously with Quarry Garden. “There was a heavy influence. Giving yourself a limited set of parameters, making it a goal to reuse materials in creative ways.” The same spirit drove both projects, she says.
Rockcastle, Rasmussen, and other designers from the firm returned to the graveyard to kick the tires on the roughbacks. They brought wax pencils to tag the ones best suited for their residential quarry. “We measured and documented them in order to build a 3D model,” Rockcastle says. Rasmussen led the modeling of the stones and meticulously studied their arrangement. “It was a lovely textural study John was doing. Flipping which ones were the cut edges, which ones were the textured edges, so that when you’re sitting in the space, you have a composition of different textures.”
The best vantage on this composition is from the live-edge bench at the back of the quarry. It’s hewn from white oak and nested between the walls. “We wanted it to look like it’s floating,” Rasmussen says, so a minimalist bracketing system was used. Rasmussen considered the Japanese American woodworker George Nakashima “a huge influence,” and at one end of the bench are three butterfly joints neatly stitching a split, an incongruity typical in Nakashima’s work. Rasmussen described the joints as a “cue of care. It shows intentionality.”

Several of the project’s minimalist elements were the result of a paring-down process. There was “a fear of overdesigning or making it more precious than it should be,” Rockcastle says. The team studied several options for a firepit in the quarry, including raised stone basins and linear structures, before taking the camouflage approach of burying a gas coil beneath the gravel and allowing the gas to seep upward. A roughback with a square void at its center sits flush with the gravel, the void framing the hidden burners. The only indication of the roughback’s purpose is an inlaid floor plate and valve that, when opened and ignited, send flames hissing out of the ground. Rasmussen demonstrated this while explaining that the gravel was igneous and, critically, solid. “It can handle being flamed. Porous rock can’t, because if you get moisture in them, you’re going to have exploding rocks.”
Rockcastle says the seating studies Rasmussen conducted used custom sculptural forms to achieve a “Noguchi-style garden, where the furniture is a really important part of the space.” These studies show wavy, primitive recliners and stools, but the clients opted for off-the-shelf furnishings. Rasmussen modeled another option for the space with an alternate wood bench, the form of which came cascading down from the elevated walkway. It’s an idea that might have seen enthusiastic implementation in a different context. But in this yard, Rasmussen believed “that would have been awful.”
Rasmussen says the decision to step down into the quarry helps to “elevate your subconscious experience of the yard,” calling it a “key moment of decision-making” between one region of the yard and the next. There aren’t many decision-making moments, however; it’s a small space. The main path pulls you from the lounge toward the back of the property, where the quarry might siphon you off. But if you instead hang a left out of the lounge, proceed past the humble vegetable garden growing tomatoes and squash, and take a right at the fence line, you’ll come upon a secluded hammock.

“[They] left the hammock up all summer,” Rasmussen says, pointing to the shadow it cast. That explained the bare patch of mulch beneath it. But Rasmussen used the scene to highlight that the mulch was triple-shredded. “We really want it to feel like a woodland,” he says, “kind of like you’re walking in the woods.” The mulch gave a sharp crunch as I pressed my sneaker to it, and Rasmussen nodded approvingly.
On my way out of town, I stopped at another TEN x TEN project, the Historic Fort Snelling revitalization, a recently completed landscape overlooking the Mississippi River. The fort was closed to visitors, so I paced the grounds, appreciating the nascent planting and wayfinding, which explained the significance of each species to the Dakota people. I stopped in front of a pair of limestone roughbacks, stacked one on the other but at an angle, and I imagined the arrangement studies they had undergone. I brushed the stone off with my hand and took a seat.

In California’s wine state, a landscape architect assists farmers and residents put together for wildfires.

Having developed up in Northern California, Ann Baker remembers the region’s wine place just before it was dotted with tasting rooms and location spas. Baker generally frequented her grandparents, the Solaris, at Larkmead Vineyards, the historic vineyard and vineyards that have been in her spouse and children due to the fact the mid-20th century. “As a child, I often was likely out to Larkmead due to the fact that was their house, and we generally had huge family gatherings there and performed games on the lawn and experienced ravioli for Thanksgiving, and then the turkey and everything else,” she states.
Following Baker’s mothers and fathers inherited the vineyard, they began to rebuild and develop the relatives enterprise. For Baker, a landscape architect and the founder of Ann Baker Landscape Architecture, the renewal brought possibilities. In excess of the yrs she worked on several projects all around Larkmead, like restoration perform together the Napa River and Selby Creek.
“It was a major career,” she says, and she did it with about a dozen neighbors from throughout the valley access. That collaborative approach, solid in the yrs when the region was a compact community of generally agricultural spouse and children companies, could possibly make clear why landscape-targeted planning—first for drought, now for wildfires—has been thriving.
Surviving Fires And Drought
Because 2017, Baker claims, a sequence of intensive wildfires has destroyed the two the public health and fitness and the financial system of the area, which is dependent on wineries. “It’s just brought house to a lot of men and women right here that we have not been handling our natural devices efficiently,” she states. Baker claims the Glass Fireplace in 2020 started out just up the street from Larkmead and burned in a U shape all around the vineyard. “It really burned up the river and the creek, [which] acted like wicks. We experienced a great deal of burnt trees on the river.”
Due to the fact of that fire and other people like it, Baker suggests, folks in the location are extra open up to new suggestions. “People are definitely getting completely ready for transform they’re searching for it, they are inquiring for it.”

Napa Valley has been in a drought for two many years, with the final year staying the driest considering the fact that the late 1800s. There is extra curiosity not just in planting for drought tolerance, but also in designing with native vegetation for pollinators, beneficial insects, and birds. With the latest sequence of devastating fires, inhabitants who stay should figure out how to overlay people methods on to what Baker conditions “firesafe landscapes”—designs that decrease the wildfire fuel in a back garden and independent it the two horizontally and vertically.
In a firesafe back garden, the shrubs are separated from the trees so that the heavier fuels are 30 or 40 feet aside, Baker states. Trees are held from overhanging a property, and the common foundational shrubs are a nonstarter. The to start with 5 feet from the property are considered a no-go planting zone, excepting succulents or other dampness-wealthy crops. For drought tolerance, Baker suggests, “You want to do 85 p.c low-drinking water or tailored plants, but you are okay with 10 to 15 p.c moderate drinking water-use vegetation. You can put people average drinking water-use crops against your residence and have those people places from your home be pretty ‘clean and green.’ You would take out vegetation that are not nutritious and prune out deadwood.”
These criteria are element of a broader policy to improve wildfire avoidance and resilience in regions specified as wildland–urban interface (WUI) zones. Inside a WUI there are spots of nearby and condition responsibility, and Baker, who is on Petaluma’s freshly formed Weather Action Commission, can rattle off with relieve the various spatial requirements for high-, average-, and lower-hazard WUI zones in her state. Soon after executing a handful of demonstration gardens for firesafe landscapes, Baker was hired by the Sonoma–Marin Saving Drinking water Partnership, a regional alliance of drinking water districts, to establish style and design templates that property owners could use to comply with the polices.
The designs, named Water Clever Landscape Style Templates, are a total package deal that features renderings, thought drawings, building documents, plant lists, and price estimates. They are diversified and flexible enough that property owners with various tastes and architectural choices can adapt them. Baker’s firm also formulated a routine maintenance guide, and collectively with the templates they are offered for no cost on the Sonoma–Marin Preserving Drinking water Partnership website.

Aiding The Neighborhood
Just after more than 5,000 persons dropped properties and other structures in the Tubbs Fireplace, Baker suggests there was a powerful drive to assist people who were making an attempt to rebuild. “We did 3 neighborhood workshops, and we seemed at patterns that met these specifications but that also met people’s wants,” Baker suggests. “We produced it so that they could basically redline the programs, just take them to the permit company in Santa Rosa, and get their permits devoid of paying one more $10,000 that they didn’t have on landscape layout.”
Landscape designers and landscape architects also volunteered at local community workshops wherever citizens arrived in with their programs and got aid with modifying the templates. The permitting businesses also attended so citizens could stroll their designs about to them. Baker estimates about 40 percent of the new homes permitted in Santa Rosa applied plans formulated from the templates.
For the wineries, which add tens of billions of pounds to regional economies, Baker says fire and drought are just aspect of the local weather improve issues. “This calendar year was just sailing together [with] this beautiful harvest, and then two weeks back, we experienced 108-diploma heat—that was not just one particular day or two, it was seven or eight,” she suggests. “I consider that is a obstacle, speaking to any farmer or landscape architect in the location,” she included. “When you’re planting in July and all of a sudden that happens, it is not as profitable.”

“We’re trying to get the whole Napa Valley to speak up as a wine-developing region. [We’re] just starting off to perform extra on that now, attempting to get a lot more unified voices, contacting for more significant change from wine growers.”
Landscape architects are working with the U.S. Army Corps of Engineers and building new networks through the Engineering With Nature program. The implications could be transformative for both.

A needle that falls in the southern reaches of the New Jersey Pinelands might find itself washed into the Maurice River and carried by its current to Delaware Bay. The Maurice flows south in tight coils, and before it reaches the estuary, it’s forced into one final wide bend around a long dike at Matts Landing, near the old bayside oyster towns of Bivalve and Shell Pile.
Gathered at the base of the dike one morning last spring was a group of engineers and researchers, milling about under a cloud-swept sky as they waited for Monica Chasten, a project manager for the U.S. Army Corps of Engineers Philadelphia District, who is overseeing the first dredging of the Maurice River in 20 years. They were also joined by Sean Burkholder, an assistant professor of landscape architecture at the University of Pennsylvania Stuart Weitzman School of Design and a member of the Dredge Research Collaborative, a loose affiliation of landscape architects who have been studying the movement and reuse of sediment since 2010.
The tide was out. Mudflats stretched out into the salty water on the bay side of the dike. Sanderlings and willets scampered and flocked. Slowly, the group walked out onto the dike, and began talking about how the mud from the bottom of the Maurice River might be used to create new marshland at its mouth. Could the dredging tube be laid across the dike to transfer sediment from one side to the other, or would that put the dike at risk of collapse?

“You could think about putting the dredge pipe, at least for a period of time, up on the marsh and letting [sediment] flow down into it,” Chasten said. “Which is kind of the Engineering With Nature approach, to let the landscape do the work.”
“Yeah,” Burkholder said. “It’s just a matter of making sure we have a baffle or something up there so we’re not blowing the marsh out while we’re placing.”
They talked this way for an hour, making their way down the dike. Should a Y-valve or a spreader be used for multidirectional distribution? They’d have to wait until after the horseshoe crab nesting season to do any major placement. And how would they manage people’s expectations about the future of the place? Dumping thousands of cubic feet of sediment into the mudflats would be sure to kill most of the existing vegetation before anything that looked like new, healthy land could be seen emerging.
By way of refocusing, Chasten proclaimed, “The primary mission of this project is to clear the channel.”

Over the past decade, the U.S. Army Corps of Engineers has begun purposefully incorporating natural processes and nature-based features into some of its flood-control and navigation projects through a program called Engineering With Nature (EWN). The corps, deeply committed to acronyms and bureaucratese, describes the program as “the intentional alignment of natural and engineering processes to efficiently and sustainably deliver economic, environmental, and social benefits through collaboration.”
Engineering With Nature is staffed by a small group of employees who act almost as internal consultants to the corps’s regional districts, which are tasked with actually carrying out infrastructure projects. It has published two atlases highlighting engineering projects in the United States and around the world that embody the EWN principles. But it’s still too early to know the program’s long-term impact, both on the corps and on coastal and flood-control infrastructure.
Landscape architects are playing a growing role in that negotiation. In 2017, the corps’s Engineer Research and Development Center (ERDC) and the Dredge Research Collaborative hosted a workshop at ERDC’s base in Vicksburg, Mississippi, to explore ways that landscape architects and engineers could work together. That workshop has led to a series of formal collaborations, including awarding research grants to a group of academics led by Rob Holmes, ASLA, an associate professor of landscape architecture at Auburn University (and a Dredge Research Collaborative member), along with Burkholder at Penn; Justine Holzman, formerly an assistant professor of landscape architecture at the University of Toronto, now studying for a PhD at Princeton, and others. Together they have produced a series of Engineering With Nature + Landscape Architecture (EWN + LA) reports, which outline design concepts for various sites of intervention by the corps, including a group of jetties in the Chesapeake Bay, the Comite Canal in Louisiana, and the New Jersey Back Bays that separate the mainland from the barrier islands and resort towns. The group has also published articles in the journal Integrated Environmental Assessment and Management describing their collaborations in recent months.
“What I find very intriguing with landscape architects, and why I value them so much, is that anything is possible,” says Jeffrey King, Affiliate ASLA, the deputy national lead and program manager for Engineering With Nature. “They’re not constrained in the purest sense of engineering, and they can think beyond a biological context.”

These collaborations have the potential to alter, however gradually, the way the corps plans its interventions in the landscape and its role in building infrastructure for an age of climate change and environmental fragility. And they have the potential to open new areas and methods of practice for landscape architects.
“Engineering With Nature is trying to help the corps see where the most valuable things it’s doing are and to disseminate that—to shift what the corps is doing as a whole,” Holmes says. “To me, supporting that work is probably the most valuable thing that we’re doing. In the long term, there’s an enormous amount of work that needs to be done for climate adaptation, and what we’re going to need is not just the desire to do that work…we’re going to need the expertise and the networks of practical knowledge about how to build nature-based infrastructure. That’s what we’re contributing to.”
The landscape architects who founded the Dredge Research Collaborative share a fascination with the transformative possibilities of displaced sediment (see “The Dredge Underground,” LAM, August 2014). The corps is the country’s chief displacer of sediment and builder of water infrastructure, and that infrastructure “is one thing that our society has agreed that everyone gets,” says Brian Davis, an associate professor of landscape architecture at the University of Virginia. So working with the corps is a way for landscape architects to design spaces that are typically outside their professional realm and that are threaded throughout the built environment differently than other types of public or private spaces.

“The scale of things they make and the impact on the environment [are] way bigger than park making or other types of landscape making,” Davis says. “That’s attractive to me in terms of its potential for impact and creating common ground and aesthetic values more broadly.”
Engineering With Nature was founded around the same time as the Dredge Research Collaborative. Todd Bridges, a senior research scientist with the corps who helped create the program and still leads it, says it was spurred by a confluence of factors. Among them was what the World Economic Forum estimated was a $100 trillion global need for infrastructure investment over the next several decades, and a desire on the part of corps leadership for innovation.
“When you consider how large the investments are, it begs the question: How could we expand the value from that investment?” Bridges says. “What are the ways we can diversify the value that can be produced through infrastructure investment?”

The program had an obvious ecological bent—Bridges has cited Ian McHarg’s Design With Natureamong its foundational influences—but it was also justified as a way to make the corps’s work more cost-efficient. The EWN atlases highlight corps projects that have created environmental benefits, such as using dredged sediment to make new wildlife habitat, but those benefits have always been by-products of a broader engineering purpose. The program works by trying to create multiple benefits out of work that’s already going to happen. To gain purchase for EWN principles within the corps, Bridges faithfully speaks the language of “value.”
Some of the most elegant EWN strategies have in fact come from attempts to improve engineering efficiency. At the Horseshoe Bend Island in the Atchafalaya River, the corps placed sediment upstream, in midriver mounds, and allowed it to flow through the river’s current and accrete on the island over the past couple of decades, effectively allowing the island to “self-design.” In the process, it improved habitat for birds, invertebrates, and other organisms. Highlighted in the first EWN atlas, the Horseshoe Bend project actually predates the program. The concept for the sediment placement was created by one maintenance engineer in the corps’s New Orleans District who was just trying to make his job easier, Davis told me.
Similar strategies are being employed in the New Jersey Back Bays, where the Philadelphia District is charged with maintaining the navigability of the Intracoastal Waterway. There, the district is using dredged sand and mud to create and improve islands in the bays that are critical habitat for wading birds. At Gull Island in Cape May County, the district released sediment into open water to create a berm on the island’s edge that has helped protect the island from waves and wakes. Projects like those are conducted as experiments through the Seven Mile Island Innovation Laboratory, a partnership between the corps, the state of New Jersey, and the Wetlands Institute in Stone Harbor, New Jersey, which has consulted with Burkholder and some of his colleagues at Penn on design and monitoring strategies.

It’s yet to be seen how far the experiments will go. Partly because of the institutional culture of the corps, and partly because of the high-stakes, life-safety implications of its infrastructure work, EWN strategies tend to be negotiated add-ons to dredging projects. At the Maurice River, for example, the Philadelphia District has permission to build new marshland, but a mandate to clear the river channel to seven feet of depth. The role landscape architects can play in those projects is determined on a case-by-case basis.
The Environmental Modeling Lab, a project led by Burkholder and other landscape architecture faculty at Penn, recently received a grant from the corps to monitor the evolution of sediment placements at the Maurice River over several years. But Burkholder’s work with the Philadelphia District to design the sediment placement itself isn’t funded, strictly speaking. In some cases, the corps is just looking to landscape architects to make visual renderings of their design interventions as a means of better communicating its work. But for Burkholder and others, the real goal is to get a seat at the table where the infrastructure itself is designed. It’s taken years of relationship building to gain the small foothold they have now, and their collaborative role is still tenuous.
Burkholder says when working with the corps, “You have to demonstrate value. You’re never going to be in charge, and so you’re constantly fighting for agency in that process. There’s no reason you have to be there. They don’t need you. You’re always pushing that brick across the carpet: All the movement that happens is from your own hard work.”

Few people were more familiar with this dynamic, or worked harder to push the corps forward, than Heather Morgan, a landscape architect who died last year at the age of 44. At the time of her death, Morgan was the director of climate risk adaptation at AECOM. But prior to that, she had spent several years leading sustainability programs at the corps. Todd Bridges, who worked with Morgan, says it was her charge to develop a “comprehensive sustainability posture” within the organization, and she built a network of colleagues within the corps to help do it.
In October 2021, Morgan gave a presentation at the Courageous by Design symposium presented by the Cultural Landscape Foundation (TCLF). Her presentation was part of a panel on “Preparing and Adapting Bureaucracies for Our Future Climate.” She spoke at the time about the ways the corps has been constrained by politics, funding, and traditional approaches to engineering and environmental management.
“The Corps of Engineers has been asked for a very long time to put static measures on dynamic systems—not sustainable,” she said. “The corps has also been asked to put single measures on comprehensive systemic problems.”
To combat that paradigm, Morgan called on designers to build relationships with federal agencies like the corps and establish “advocate teams” of like-minded people within those agencies to push forward nature-based solutions. In correspondence with Charles Birnbaum, FASLA, TCLF’s president, Morgan once wrote that she was “trying to change the cultural identity of an agency, inch by inch” by focusing on transdisciplinary collaboration, bringing together landscape architecture with engineering, archaeology, geomorphology, biology, and ecology. A “collective response to climate change” demanded nothing short of that approach, she said.

Bridges says that he once woke up to a text message from Morgan the morning after she’d been through an eight-hour medical operation. She was sharing some thoughts about dam removal.
“She was full of ideas,” Bridges says. “She had a very creative intellect—probing and challenging and trying to move herself and her team and the organization forward. She got it that one of the ways we can increase the value through infrastructure investment is to bring more connection between infrastructure and people, which is at the heart of landscape architecture.”
The work continues.
At Matts Landing, as the group sorted through technical questions of sediment placement and management, Burkholder gradually nudged Chasten and the rest of the crew to the end of the dike, where a grove of red cedar trees was growing on a massive pile of oyster shells.
“Let’s go down into this grove of trees. It’s the coolest place here,” he said. “It’ll cheer us up.”

The Wetlands Institute was founded in 1969 when a businessman named Herbert Mills, who was then the executive director of the World Wildlife Fund, bought 6,000 acres of salt marsh with the intention of protecting it from development. Today it incorporates more than 15,000 acres of marsh in the bay behind Seven Mile Island, the barrier beach that’s home to Avalon and Stone Harbor, New Jersey. One morning in May, while I was waiting for a meeting with Chasten and Lenore Tedesco, the institute’s executive director, I walked down a sandy trail onto the boardwalks that hover above the mud. There were red-winged blackbirds screaming in the cedar trees, ospreys nesting on human-made stands, and a lone clapper rail stalking through the mud beneath the boardwalk. At the end of the boardwalk, I looked through my binoculars across the expanse of salt flats and noticed that, in fact, birds were swarming above the water by the hundreds—swallows, terns, ibises, egrets—as numerous as mosquitoes.
In a conference room upstairs, lined with decades-old volumes on marsh wildlife, Tedesco pointed a telescope at Great Flats, an island created with dredged sand to benefit beach-nesting birds, and one of the only elevated spots in the surrounding marshland. More than a quarter of the nesting wading birds in the state of New Jersey are found on Gull and Sturgeon Islands, two marshland sites built up with fill dredged by the corps, she says.
Tedesco has often described sediment—the nutrient-rich, larvae-filled mud at the bottom of the marsh—as the “currency” of wetland ecosystems.
“And Monica is the broker of sediment,” she told me.

Chasten is the EWN lead for the corps’s Philadelphia District, which is considered a “proving ground” for the program. That means the district can use some of its projects to test innovative sediment-placement methods, with the goal of producing multiple benefits. By bringing together the corps and the Wetlands Institute, along with permitting agencies and others, the Innovation Lab can link ecosystem needs with opportunities to beneficially reuse dredged sediment.
The need for marshland elevation is widespread. Tedesco showed me a rendering, which she said was made by Burkholder and Keith VanDerSys, a lecturer at Penn and a cofounder of PEG office of landscape + architecture, that depicted a projected high tide in future decades. Everything in the thousands of acres of marsh surrounding the Wetlands Institute was underwater, except for the institute itself and a few areas that had been elevated using dredged sediment. The founding of the institute had been a pioneering act of environmental protection, but protection status hardly matters in the face of sea-level rise, Tedesco says; you can’t buy or preserve your way out of it.
For reuse projects to be viable, sediment had to be placed reasonably close to where it was dredged. Chasten told me that a local nonprofit group had seen how the corps had used sediment to support habitat in the Back Bays and approached them for a project of its own. But the area it was interested in was nowhere near a dredging site.
“You can’t plan a project first and then try to force the corps into that project, because we have policies and regulations we have to abide by,” Chasten says.
The corps has no shortage of such regulations, most of which have been imposed in one form or another by elected lawmakers. In the early 1980s, Reagan-era rules required the corps, along with other federal agencies, to begin producing cost-benefit analyses for all its infrastructure projects. Those rules are focused on economic benefits and don’t allow for the consideration of environmental or social benefits—and some say they’ve sharply limited the types of projects the corps is able to take on. More recently, Congress has imposed, through the Water Resources Reform and Development Act, a so-called 3x3x3 rule, which says that planning studies may take no more than three years, cost no more than $3 million, and require concurrent review by three levels of corps oversight. The corps is also expected to build infrastructure to a 50-year standard of durability—an irrelevant target in the context of something as dynamic and mobile as a wetland. Rules like these have had the effect of limiting the ambition of the corps’s infrastructure projects.
For the corps to really evolve, says Billy Fleming, the Wilks Family Director of the Ian L. McHarg Center for Urbanism and Ecology at Penn, it would need to be able to evaluate the impacts of its projects in new ways. That would mean “moving away from a national economic benefit standard and into one that actually incorporates things like environmental impacts or ecosystem services or, God forbid, social justice or housing justice,” he says. But those things can only be changed through policy making, and not at the project scale, he says.
In the meantime, change comes gradually, partly because of institutional obstacles within the corps and the engineering profession more broadly. Bridges acknowledges a “tension point” in engineering between the need to build infrastructure using proven methods and the need to innovate in the face of climate and environmental changes. Chasten says that at the moment, interest in EWN is coming both from the bottom of the organization and the top brass—but that it follows political cycles. Persistence pays off, she says: Five years ago, the permitting agencies would have given a “hard no” on some of the work the Philadelphia District has done recently in the Back Bays. But innovation is still constrained by administrative rules: “The minute this gets more expensive, they’ll shut me down,” she says.
“This broader institutional shift is not something I think we’re going to see in two years or five years; I think it’s going to be a generational project, and I think it’s a very important generational project,” says Gena Wirth, ASLA, a principal at SCAPE and a member of the Dredge Research Collaborative. “The concern is that our institutions change very slowly, but our climate is changing very quickly, and our physical environment is changing very quickly, and our social environment is changing very quickly.”
The Maurice River was scheduled to be dredged in October. One benefit of working with the corps on a project like that, Burkholder says, is that it’s already funded and is going to happen no matter what. The stakes for experimentation are also relatively low, he says, because if the marshland project fails and the sediment escapes, it’s only returning to the same system it came from. So there’s a window of time for a landscape architect to influence the design of the sediment placement. By gradually developing networks and relationships with infrastructure-building institutions like the corps, landscape architects create those opportunities for themselves. And the stakes of that broader project, for landscape architects and for everyone else, are quite a bit higher.
“Engineers want to ensure that we survive as a species,” Burkholder says. “Landscape architects want to make sure that we enjoy surviving.”

A refined change has taken spot in the park at the stop of North 7th Avenue in Brooklyn, New York’s Williamsburg community. Lately renamed for the late Black trans LGBTQ+ civil legal rights activist Marsha P. Johnson, the redesigned park has retained the relatively advertisement hoc emotion of its former iteration as East River Condition Park. It nonetheless has swaths of concrete embankments scattered close to the website, remnants of the place’s industrial history as a rail and maritime terminal. For some, particularly the trans constituents meant to be most honored by the park, it hasn’t been a remarkable adequate turnaround. As the visibility of trans folks has improved, the local community is demanding extra cultural ownership and agency over the areas that outline their legacy and part in the community discourse. And this demand is complicating what New York civic officers considered as an acknowledgment of trans people’s role in securing a a lot more just, egalitarian, and humane globe.
The Plastic Park
In August 2020, former Governor Andrew Cuomo declared the commitment of the park to Johnson, but that was in the course of the peak of the COVID-19 pandemic and few locals discovered of the plan. Alyxandra Ramsay, a material developer and researcher for Moey, composed 14 didactic panels on trans historical past and liberation in New York City and outside of, conducting concentrate groups with trans girls of colour to create the narrative. Collins was invited to participate in a New York Point out Parks committee that advises on the layout of the park, but she still left just after two years—before the completion of the present design and style, which she also finds missing. “I quit the committee simply because I felt that the tips of Black trans gals have been not remaining mirrored in the park,” she suggests. “I just felt that the park is intended to be committed to Marsha P. Johnson, [who] is essentially a hero in my group, and I did not come to feel like my group was in the forefront of the creation of the park.”
On August 24, the governor’s business released the preliminary style and design renderings for a new ornamental gateway to the park. The entry gate enhances the now flower-filled landscape and stays in trying to keep with Moey’s authentic colorful signage.
