The West Lafayette Board of General public Operates and Security authorized 4 street closures at Tuesday’s assembly.

Ramp closures

The entrance and exit ramps from Soldiers House Road to Sagamore Parkway will be shut from March 16 to March 18 for a storm sewer installation. The closure will only have an impact on the westbound ramps.

Cherry Lane

Cherry Lane, involving McCormick Road and Northwestern Avenue, was also accredited for closure from March 6 to Aug. 1.

Engineering technician Chris Gmyrek stated this closure is the start off of the Cherry Lane Realignment project.

The memo submitted to the board clarifies that Edgemont Avenue will be available for westbound site visitors from Cherry Lane right until May 31.

Soon after this day, “the Northwestern Heights community will be limited to Northwestern Avenue entrances,” it reads.

Nimitz and Arnold Road

The intersection of Nimitz and Arnold roads west of Martin Jischke Drive will be closed from Feb. 28 to Oct. 2.

This closure will make it possible for water most important and storm sewer improvements to be mounted as component of the Purdue Discovery Park District building.

Yeager Highway

The northbound lane of Yeager Road, in between Kent Avenue and Cumberland Avenue, will be closed from March 6 to March 31. Immediately after this day, the closure will broaden to address Sagamore Parkway to Cumberland Avenue.

The board also authorised agreements for several landscaping tasks at the conference.

The board authorised an agreement with Customized Cuts Lawn Treatment Inc. for the 2023 Public Correct-of-Way Landscape Maintenance.

The 2023 Operation Re-leaf Tree Planting Task was accredited to enter into agreement with J. Christopher Landscaping LLC.

Bryce Patz, the neighborhood forestry and greenspace planner, said this yearly tree planting procedure is a “joint work amongst the Parks and Recreation Section at the West Lafayette Tree Mates.”

The board also authorized an agreement with Kimley-Horn and Associates, Inc. to build an up-to-date path process.

A road to Ontario’s Ring of Fire? Doug Ford still can’t pay for it

The remote region in Ontario’s Far North, known for the mineral deposits that lie beneath its boggy peatlands, has had a special place in Ford’s plans for Ontario since the 2018 provincial election, when he promised to build an all-season road there even if he had to “hop on a bulldozer” himself. Now, with Ford seeking a second term as premier, the Ring of Fire is once again front and centre.

On the campaign trail in northern Ontario on May 7, Ford accused the other parties of being “all talk but no action,” saying the Progressive Conservatives “will get it done and build the road to the Ring of Fire.” 

But internal briefing notes and correspondence obtained by The Narwhal show that a vital component of the Ford government’s plan to do so is sputtering out instead of gaining momentum. The 565 pages, obtained through 20 separate freedom-of-information requests to the provincial and federal governments, show that Ontario is no closer than it was in 2018 to securing the $1 billion in federal funding it needs to pay for roads and other infrastructure. 

Without funding and the roads it would build, mining development in the Ring of Fire cannot happen. 

For at least two years, from 2019 to 2021, senior officials from the provincial and federal governments failed to meet to advance negotiations. “The co-funding request fell through the cracks and has yet to be revived,” said a briefing note prepared for officials with Indigenous Services Canada in August 2021.

Ontario pushed forward work on various environmental assessments for two road projects during those two years, including a regional assessment sparked by the federal government, aimed at examining the cumulative impact of development in the area. But the process has so far been hampered by COVID-19 delays and pushback from several First Nations in the region, including a court challenge from Neskantaga First Nation. Neskantaga — which has been under a boil water advisory for 26 years, the longest such advisory in Canada — is arguing the federal government’s consultation on the Ring of Fire is “inadequate,” especially given extra challenges due to COVID-19. 

“The attitude that Ontario has projected all along is that it wants to kind of put its head down and pretend that everybody is on board with this — and hope that people in the south will be not paying close enough attention to realize that everybody is not on board,” said Dayna Nadine Scott, the co-director of the environmental justice and sustainability clinic at York University’s Osgoode Hall Law School, who also advises Neskantaga First Nation. 

Meanwhile, the costs of the project are increasing, creeping up from between $1.1 billion and $1.6 billion in 2019 to over $2 billion. That’s according to a September 2021 internal briefing note to the office of Greg Rickford, Ontario’s minister of northern development, mines, natural resources and forestry and also minister of Indigenous affairs. Officials from both governments are still internally relying on outdated estimates for the value of minerals in the Ring of Fire, which were authored nearly a decade ago and debunked as “nonsense” by the Globe and Mail in 2019. And the federal government is staying mum about whether it’s willing to commit serious money to the project.

Rickford’s office did not grant a request for an interview with the minister and did not answer detailed questions from The Narwhal about the information in various documents.

“Premier Ford is getting it done by unleashing the mineral might of the north with a $1 billion investment for an all-season road network into the Ring of Fire,” wrote Curtis Lindsay, a spokesperson for Rickford, in an email. 

Kate Kempton, a lawyer representing Attawapiskat First Nation — which would be affected by development in the Ring of Fire — said the entire concept has “unequivocally been proven to be stupid and wrong.”

“For 500 years, stupid white men have led us to the edge of climate collapse,” she said.

“This is what we have, the idea that environmental concerns are just a political chess piece. And they can all be dealt with at some point after the thing is built and the harm is done.”

The office of federal Natural Resources Minister Jonathan Wilkinson declined an interview request from The Narwhal.

“We will continue to support efforts to develop the Ring of Fire, as well as its surrounding communities, in an environmentally sustainable manner and in collaboration with local First Nations and the Government of Ontario, taking into account the need for environmental assessment and regulatory approval before any development can proceed,” Natural Resources Canada said in an email. 

It burns, burns, burns, the Ring of Fire

Building a road to the Ring of Fire is no simple thing. The prospect has eluded governments and mining companies in Ontario for more than a decade. 

The region, which was named after a Johnny Cash song and the shape of its mineral deposits on a map, is located on peatland in Treaty 9 territory, about 540 kilometres northeast of Thunder Bay, Ont. It’s accessible only by air or by ice roads in the winter — there are no permanent roads, and the area lacks other basic infrastructure. 

“No single mining company can carry the financial burden of building the needed road infrastructure,” read a September 2021 briefing note to Rickford’s office, marked as “confidential intergovernmental advice.”

The northern landscape can also make such projects tricky — for example, an effort to improve internet access for five remote First Nations near the Ring of Fire was set back by a year due to the “loss of amphibious equipment through the ice,” according to a March 2021 meeting note for a video call between Rickford and a deputy minister. Rickford’s office did not answer a question about the current status of the internet access project, which is jointly funded by the Ontario and federal governments, but a March 2022 briefing note to Rickford said the communities were scheduled to be connected to the broadband network by early 2023. 

Industry and governments believe minerals in the Ring of Fire — like nickel, which is used in many electric vehicle batteries — could put Ontario in position to supply the world with the materials needed for technologies that could help lower global greenhouse gas emissions. Mining companies around the world are rushing to secure supplies of nickel ahead of a forecasted surge of demand. Two major Australian companies, Wyloo Metals and BHP, got into a bidding war last year to gain control of the leading Canadian company in the Ring of Fire, Noront Resources. Wyloo closed the deal last month and bought Noront for $616.9 million. (Rickford briefly sat on Noront’s board before entering provincial politics.) 

Environmental advocates and some First Nations question whether development in the Ring of Fire is a good idea at all, given the importance and sensitivity of the landscape. Northern Ontario’s peatlands sequester an estimated 35 billion tonnes of carbon, the equivalent of a year’s worth of emissions from seven billion cars. The landscape doesn’t naturally recover once it’s been disturbed by humans. The area is also an important habitat for wildlife. 

In a 2021 Natural Resources Canada memo also released through freedom-of-information legislation, the federal department acknowledged the region’s importance as a “carbon sink.” The memo notes that the Ring of Fire is “considered as having some of the last original, intact forest in North America, and is home to a number of species at risk,” including caribou, lake sturgeon, wolverines and bald eagles.”

Then again, roads aren’t just about mining. More than a dozen First Nations live near the Ring of Fire, and many are coping with long-term boil water advisories, youth suicides, poverty and high food prices. Though there are a wide range of opinions, some First Nations see all-season roads linking their communities to the south as a way to improve their communities’ quality of life. Marten Falls and Webequie First Nations are backing efforts to build access roads to their communities. 

“Why can’t youth be supported in these kinds of essential things that our forefathers had envisioned when they signed the treaty?” Marten Falls Chief Bruce Achneepineskum told The Narwhal last year. (Achneepineskum and Webequie Chief Cornelius Wabasse didn’t respond to interview requests for this story by publication time.)

Other First Nations aren’t sure that roads — and the mining development they could bring — are a great idea. Attawapiskat, Fort Albany and Neskantaga First Nations declared a moratorium on development in the Ring of Fire in April 2021, saying no projects should go ahead until there’s more than “token involvement” of First Nations and adequate environmental considerations. The current process, they said, is “political puffery.”

The March 2021 meeting note for the call between Rickford and his deputy minister noted the turbulence.

 “This year has the potential for significant progress, but with risks,” it read in underlined text.

“COVID-19 consultation and engagement challenges persist, and court challenges are likely to continue … the federally initiated regional assessment of the Ring of Fire has created very high expectations from those who oppose road and Ring development and there continue to be calls to halt all [environmental assessments] and planning until the federal regional assessment is complete.” 

Sarah Beamish, a lawyer representing Fort Albany First Nation, said the Ontario government’s approach, as written in the meeting note, is “obviously disturbing” but not a surprise. The fact that it chose to push forward despite knowing some First Nations were opposed and likely to file legal challenges “speaks volumes about the honour of the Crown,” she added.

“The fact that the Crown is framing the issue as being about First Nations’ ‘high expectations,’ I think that’s very revealing about the colonial attitudes that are still so present in government,” Beamish said. 

Given the ecological and cultural significance of the region, it’s reasonable for communities there to have high expectations for a process that will shape its future, Scott said. So much is at stake.

“It’s perhaps not surprising that [the Ontario government wants] to see opposition to this vision as a minor roadblock to be, kind of, navigated rather than a genuine problem,” Scott said.

Kempton said Ontario and Canada are latching on to the idea that two First Nations have agreed to road development, while ignoring the fact that other communities, which she said will be “permanently and potentially catastrophically affected,” must also give their consent.

“They’re not looking at this in any other way than from the viewpoint of the Crown governments, and not understanding at all what free prior and informed consent means and having no vision on what it’s going to take to get there,” she said.

“They’re also quite happy with the fact that two First Nations are consenting, manipulating that into a divisive force.”

U.S. mining analyst: the Ring of Fire is ‘just some stupid idea in Canada’

Another looming uncertainty is whether the mineral deposits in the Ring of Fire will actually be worth the money the Ontario government would like to spend to reach them. When mining companies first found minerals there in 2007, the frenzy was around chromite, a vital component of stainless steel. But global demand for chromite has dropped and now the focus is on nickel, which is needed to feed a rapidly growing market for electric vehicle batteries. 

Back in 2014, the Ontario Chamber of Commerce estimated the Ring of Fire could contribute as much as $9.4 billion to the province’s GDP in its first 10 years of development and $60 billion over the lifetime of various projects, and sustain 5,500 jobs. However, the calculation was based on a dubious analysis of the value of minerals in the Ring of Fire, done by a geologist who told the Globe and Mail in 2019 that his figure shouldn’t be used and is “just not proper.” Regardless, the Ontario government cited the Chamber of Commerce figures in internal documents as recently as September 2021, freedom-of-information requests by The Narwhal show. The federal government, too, did so internally in April 2021.

Rickford’s office didn’t answer when asked why it’s relying on outdated numbers. Natural Resources Canada said it has not made any decisions based on the Chamber of Commerce figures.

“Any federal decisions related to mineral development in the Ring of Fire will be based on evidence informed by economic, social and environmental data, and engagement with the Government of Ontario and local First Nations,” the department said in an email. 

Patrick Ryan, a consultant with Mining for Facts in the United States, said it’s foolish to base decisions in 2022 on estimates calculated in 2014. The chromite market has changed. COVID-19 and inflation have shifted the global economy. And even though there’s demand for nickel for electric vehicle batteries now, technology can change, and there’s no guarantee it’ll still be needed in a decade.

“The numbers are all already wrong based on inflation and everything else,” Ryan said. “I mean, it’s ridiculous.”

Last year, on the heels of a fall economic statement in which the Ford government once again reiterated its commitment to developing the Ring of Fire, The Narwhal requested the government’s most recent estimate of the value of minerals there through freedom of information, and was told no such records exist. Rickford’s office did not answer questions about whether it has done independent work to assess the mineral deposits’ value. 

Ryan said any way you slice it, the Ring of Fire does not make economic sense.

“If it’s such a goddamn good project, why does it depend on massive amounts of government aid?” Ryan said.

“I wouldn’t worry about it because it’s never going to be built … No one really cares. It’s just some stupid idea in Canada.”

‘It is time for us to put pen to paper’

Doug Ford’s Progressive Conservatives have carried over a $1 billion commitment previously made by the former Liberal government to build the infrastructure needed to access the Ring of Fire. In July 2019, Rickford sent the federal government a pitch deck asking Ottawa to match some of that funding and contribute up to $780 million. 

“This is a multibillion-dollar project of national significance and Ontario cannot unlock its full potential on its own,” Rickford wrote in an accompanying letter, saying the project would deliver “significant economic benefit to both Canada and Ontario.”

The federal natural resources minister at the time, Seamus O’Regan, wrote back in early September 2019 signalling interest, encouraging Ontario to submit an application for funding through Infrastructure Canada. But that came with a caveat.

“As you know, the Government of Canada is deeply committed to reconciliation with Indigenous Peoples, and will continue to support efforts to advance their economic prosperity and self-determination,” O’Regan wrote.

“The Ring of Fire has tremendous potential toward this end but it must be advanced in consultation and partnership with all affected First Nations. A completed application and business case submitted to the Government of Canada will need to demonstrate that this is the case.”

Soon after that, a federal election was called, and the funding discussion fell by the wayside for two years.

A December 2021 briefing note to current Indigenous Services Minister Patty Hajdu refers to a meeting between Prime Minister Justin Trudeau and Ford in November 2019, which also failed to push the process forward: “Federal officials have yet to receive political direction on next steps,” it said. Though O’Regan and then-federal Indigenous Services Minister Jane Philpott “recommended that senior officials resume discussions on how to best move forward … no substantive discussions at the senior officials’ level have taken place.”

In an email, Natural Resources Canada said it had set aside $1.5 billion over seven years for investments in infrastructure to support the development of certain critical minerals, with a “focus on priority deposits.” But the federal government didn’t say whether the Ring of Fire is a priority deposit.

“Negotiations on the Ring of Fire have not taken place between the Government of Canada and the Government of Ontario to date in 2022,” Natural Resources Canada said.

It’s not clear whether the Ontario government ever requested the money from Infrastructure Canada as O’Regan advised. Rickford’s office did not answer when asked whether it had done so, and the federal government didn’t directly answer a question about whether it had received such an application. A November 2021 briefing note to current Natural Resources Minister Jonathan Wilkinson notes that the federal government “would consider” Rickford’s proposal if Ontario made its case to Infrastructure Canada, implying that this had not happened in the two years since Ottawa first suggested it. 

Earlier this year, Rickford resumed attempts to put pressure on Ottawa to come to the table. 

“I anticipate an announcement from your government that would include signing a funding agreement with the province for matching financial contributions of $1 billion to secure this opportunity,” Rickford wrote in a letter to Wilkinson on Jan. 28. 

He wrote another letter a few weeks later, on Feb. 18, this time addressing it to Wilkinson, Hajdu and federal Intergovernmental Affairs Minister Dominic LeBlanc. “As planning proceeds, cost estimates are becoming more precise and increasing,” Rickford wrote. “It is time for us to put pen to paper and develop the contours of a strong cost-sharing agreement immediately.” (The Narwhal filed a freedom-of-information request for the latest cost estimate for building roads to the Ring of Fire; the Ontario government refused to release the records.)

Rickford also argued that not only should Ottawa contribute, it must. The Ring of Fire road projects are undergoing assessments from both the federal and provincial governments. Ontario is providing some First Nations with funding to ensure they have the resources they need to fully participate in consultations — and since some of the provincial and federal requirements overlap, Rickford argued that Ontario is essentially “providing funding support to address [federal] legislative requirements,” and should be paid back.

“I feel it is necessary to seek an immediate contribution from Canada as reimbursement for these costs incurred, and I am proposing our officials begin discussions immediately on this initial payment,” Rickford wrote.

Ottawa hasn’t written back yet. “The federal government is developing a response to these letters,” Natural Resources Canada said in an email.

Natural Resources Canada also said it has made “major investments” in helping First Nations “improve socio-economic conditions” and make informed decisions about natural resource development. That includes $39 million to the broadband internet project, $20 million to “support First Nations participation in the mining sector,” $20 million for a community wellbeing pilot project and $6 million to Ontario to cover added costs for consulting with First Nations amid COVID-19. 

Other documents suggest Ontario is quietly beginning to think about contingencies. 

“If the federal government does not agree to an equal cost-sharing arrangement, then the province will have to consider other options to cover the anticipated federal contribution,” a September 2021 briefing note to Rickford said.

Rickford’s office did not answer questions about what other options those might be. A briefing document prepared a month later for the minister ahead of a mining industry event gave no hint that anything might be off track.

“The next two years will be incredibly important and exciting as the projects advance, leading to what could be the next road to prosperity,” it said.

The so-called “Southern Highway” is Chile’s most iconic drive that snakes south from Chile’s Lake District across a landscape of dense forest, snow-peaked mountains, volcanoes, glacial rivers, and misty fjords. A Pinochet-commissioned project in the 1970s, the road was supposed to tame the wilderness and help settle the isolated Aysén region. The southern section is still not paved, which makes travel more challenging. Be prepared for inclement weather and occasional delays (landslides, having to wait for car ferries, etc).

Start in Puerto Montt, the Lake District’s port city, take the first of four ferries, then pass through the salmon-farming town of Hornopirén, before taking two interconnecting ferries through the fjords, with a strip of land in between, to reach the southern half of Parque Nacional Pumalín Douglas Tompkins – a vast area of native forest, gifted to the state by the Tompkins philanthropists. Just south is Chaitén, half buried by the volcanic eruption of 2008 but since recovered, followed by the Villa Santa Lucía crossroads town; from here, you can detour to Futaleufú – Chile’s whitewater rafting capital. Passing through dense woodland, you reach the market town of La Junta, before arriving at picturesque, fjordside Puyuhuapi, famous for its hot springs. The road skirts the fjord and passes high-end fly-fishing lodges before the highest section of the Carretera Austral takes you over Queulat Pass, with mist-shrouded mountains looming ahead. Stretch your legs in Parque Nacional Queulat before following the hilly ribbon of road to Coyhaique, the largest town halfway along the Carretera Austral.

The southern half of the journey is even more remote, sweeping through the pioneer town of Villa Cerro Castillo, past the glacial Lago General Carrera, and through tiny Puerto Río Tranquilo – the jumping-off point for glacier hikes and boat trips to the Capilla de Mármol. Farther south, the ranching town of Cochrane is a good overnighter, and a convenient base for visiting Parque Nacional Patagonia – another Tompkins conservation project – before detouring off the main route to Caleta Tortel – a unique village with cypress boardwalks instead of streets. A final ferry crossing from Puerto Yungay, and narrow hairpin bends of a particularly precipitous stretch of road, with glimpses of forest-clad mountains and raging glacial river below, bring you to Villa O’Higgins, a small pioneer settlement at the end of the road. Then you can either retrace your steps or take a weekly ferry from Puerto Yungay to Puerto Natales, and adventure further in the south.

Ruta 40 is a legendary drive through Patagonia’s iconic grassland 

Start: El Calafate; end: Bariloche; distance: 1017 miles (1637km); allow two weeks

This is the other big one. Even bigger, in fact. Known fondly by Argentinians as La Cuarenta (The Forty), Ruta 40 has the same legendary status in Argentina as Route 66 in the States. Some 3246 miles (5224km) long, it stretches the entire length of Argentina, from Cabo Vírgenes in southeast Patagonia to the border with Bolivia. Even if you don’t drive the entire length you can experience the most remote and arguably most scenic section that’s particularly associated with Ruta 40’s rugged mystique, traversing the vast pampas (steppe) that stretch as far as the eye can see. But it’s not just endless grasslands, where you’ll spot occasional flocks of sheep and swift-footed ñandú (rhea); you’ll also never be far from the bristling of the Andes mountain range that marks the border between Chile and Argentina. Take your time (and not just because the southern section of Ruta 40 is still not completely paved).

Start in El Calafate – the jumping-off point for Argentina’s most accessible and spectacular glaciers, such as Perito Moreno, and head north, past the shores of the impossibly blue Lago Argentino and Lago Viedma. Detour alongside the second lake towards the Fitz Roy mountain range above the tiny trekking capital of El Chaltén before resuming your journey north. Places to stay are few and far between as you pass through small and dreary service towns – Gobernador Gregores, Bajo Caracoles, Perito Moreno (not to be confused with the glacier) and isolated estancias. Before reaching the last town, detour through a scenic valley to the Cueva de Las Manos – some of Argentina’s most spectacular cave art. A day’s drive beyond Perito Moreno, linger in the outdoorsy hub of Esquel and go hiking and kayaking, before finishing up in Bariloche (technically in the Lake District rather than Patagonia) with its picture-perfect setting on Lago Nahuel Huapi, surrounded by soaring mountain peaks.

Explore the region’s Welsh culture on Ruta 25

Start: Esquel; end: Puerto Madryn; distance: 417 miles (671km); allow 3–4 days

This tour begins at unprepossessing little Esquel – a hub for hikers bound for the nearby Parque Nacional Los Alerces and kayakers seeking watery adventure on Río Percey and Laguna Terraplén – in the foothills of Argentina’s western Chubut province. It ends in Puerto Madryn, the jumping-off point for the Valdés Peninsula, renowned for its year-round marine life and seasonal whale watching. En route, you’ll stop at the small towns of Dolavon and Gaiman, the majority of whose residents claim Welsh ancestry dating back to the 1860s, when intrepid Welsh immigrants came to Argentina to protect Welsh culture and language that they considered to be under threat in their native Wales. Before you hit Route 25, it’s well worth detouring west from Esquel to Trevelin, another village with Welsh roots – 16 miles (26km) each way. All three villages have preserved the tradition of Welsh high tea, with tea houses offering cream tea with an assortment of cakes; Gaiman’s residents are particularly proud of Princess Diana’s tea-related visit in 1995. Welsh is still widely spoken (with Patagonian inflections) and has enjoyed a recent revival. Route 25 will take you across great swathes of pampas and through a particularly spectacular valley – Valle de los Altares – with red rock formations reminiscent of Utah or Arizona.

Wonder at the natural beauty and wildlife on the Valle Chacabuco drive

Start/end: Miradór Río Baker; distance: 91 miles (146km); allow 1–3 days

Near a scenic viewpoint overlooking Río Baker, some 11 miles (18km) north of the ranching town of Cochrane, the X-83 passes through Parque Nacional Patagonia and runs all the way to the border with Argentina. Part of the immense rewilding initiative by philanthropists Doug and Kris Tompkins, a formerly overgrazed sheep ranch, Estancia Chacabuco, was transformed into a national park of extraordinary natural beauty, once again populated by guanacos, flamingos, foxes, endangered huemul deer and the odd puma. You’ll want to take it slow, not just because it’s a narrow, bumpy gravel road with some blind corners, but also because you’ll want to absorb views of the scrubland covered hills, thickets of cypresses, the snow-peaked Jeinimeni mountain range in the distance, and the startling blue of meltwater lagoons and the Río Áviles. Wildlife sightings are common (watch out for flamingos by the roadside lagoons) and it’s worth spending at least a couple of days here, hiking the trails from the several trailheads that are some distance apart. If you have a sturdy vehicle, you can cross Paso Roballos into Argentina and connect to Ruta 40.

Follow the Valle de Río Palena to a bay full of marine life

Start: La Junta; end: Raúl Marin Balmaceda; distance: 47 miles (75km); allow 3–4 hours

Linking the little service town of La Junta, en route between Puyuhuapi and the Futaleufú Valley on the Carretera Austral, with white-sand beaches and a bay teeming with marine life, this narrow gravel road follows the perambulations of the twisting teal ribbon of Río Palena through stretches of open countryside and thickets of southern beech forest. Pull over at the rustic Termas del Sauce, 10 miles (17km) into the drive for a soak in the natural hot springs. Shortly before you find yourself driving one of the wide sandy streets of Raúl Marin Balmaceda – the Aysén region’s oldest village, founded in 1889 – you have to take a car ferry across the river. Until this new road was built, the village was among the most isolated in Chile. Local guides can take you dolphin- and sea bird-spotting by boat, or you can look for seals and cormorants while paddling a kayak. If you don’t want to retrace your steps, take advantage of one of the two weekly car ferries – one heading south to Puerto Chacabuco (for Coyhaique), and the other destined for Quellón, on the southern tip of the island of Chiloé.

Lago General Carrera Route is a superb scenic side trip off the Carretera Austral

Start: Cruce el Maitén; end: Chile Chico; distance:  71 miles (115km); allow 3 hours

If you’re already driving the southern half of the Carretera Austral, this is a wonderfully scenic side trip from the fork in the road, and along the southern shore of the vast Lago General Carrera – an icy lake whose waters turn from sun-speckled turquoise to a deep sapphire, depending on the weather. Some 8 miles (13km) in, you breeze through Puerto Guadál – a sleepy village with unique accommodations nearby that make a good base for watery adventures – before the road becomes progressively narrower and more precipitous as it climbs steeply above the lake, winding its way around blind corners. Jaw-droppingly beautiful lake vistas open up around every blind corner, but be careful: there are no guardrails and in places, the road is too narrow for two vehicles to pass each other. It’s worth lingering a few days in Chile Chico, an agricultural town with a sunny microclimate; from November to January, gorge yourself on local cherries. From here, you can explore the ancient rock art and arid landscapes of Reserva Nacional Lago Jeinimeni, or press on across the border to Argentina and its iconic Ruta 40. Alternatively – for a shortcut back to the Carretera Austral, take the car ferry across the lake to Puerto Ibañez.

The End of the World is a wonderful one-day drive

Start: Punta Arenas; end: Ushuaia; distance: 388 miles (624km); allow 10–12 hours

This spectacular drive, done in a single day, takes in the navy-blue, wind-whipped Magellan Strait and the equally windswept wide open spaces of Chilean Patagonia before crossing the strait and traversing the vast island of Tierra del Fuego and finally arriving at Argentina’s southernmost city at the end of the world. The first part of the route skirts the strait, leaving behind the graceful stone mansions of Chile’s historic port of Punta Arenas. You enter a scrubland-covered landscape, dotted with occasional estancias before crossing the narrowest part of the strait by regular car ferry (watch out for black-and-white Peale’s dolphins!) to Tierra del Fuego (named after the smoke from the campfires of its indigenous inhabitants). A partially-paved gravel road takes you across an austere landscape of bare hills and yet more scrubland before breezing through the tiny mining town of Cerro Sombrero and eventually crossing the border to the Argentinean half of the island. You get expansive views of the Atlantic before passing through the towns of Rio Grande and Tolhuín before skirting the long narrow glacial lake – Lago Fagnano. On the final approach to Ushuaia, the landscape becomes far more dramatic and mountainous, and you’re finally greeted with the sight of Ushuaia, set against the backdrop of the snow-tipped peaks of the Cordillera Darwin, its steep streets resembling an amphitheater above the deep blue of the Beagle Channel. From here, there’s nowhere to go but back – unless you’re taking a cruise to Antarctica.

Drive the winding Valle Exploradores to an ice field

Start/end: Puerto Río Tranquilo; distance: 107 miles (172km); allow 4–6 hours

Another great side trip from the southern half of the Carretera Austral, this relatively new road has made Laguna San Rafael much more accessible. Until it was built a few years back, the only way to access the aquamarine lagoon, filled with house-sized chunks of ice, and to sail past the face of the ever-shrinking, 30,000-year-old San Valentín glacier, was by pricey catamaran trip from Puerto Chacabuco, near Coyhaique. This narrow, winding, gravel road takes you through the aptly-named Valley of Explorers all the way up to a boat landing, where you complete the rest of the journey to the glacier by inflatable Zodiac boat with the help of Puerto Río Tranquilo operators. But even if you don’t visit the San Valentín glacier, the drive itself is spectacular: it follows the bends of Río Exploradores through temperate rainforest of southern beech, thickets of ferns and nalca (giant wild rhubarb), passing waterfalls and ice melt lakes. It’s well worth stopping at Km 52 and paying a small entry fee to climb up to the Miradór Glaciar Exploradores for all-encompassing views of the northernmost ice tongue protruding from the Northern Patagonian Ice Field. A road runs through it: Looking for solutions for wildlife along Highway 191 between Bozeman, Big Sky | Environment

When wildlife researcher Patricia Cramer takes a bird’s-eye view of a landscape, she likes to imagine a black bear moving across it, navigating both natural and man-made features. Where might that bear find food and water? What paths might it follow to meet potential mates? Where would it tuck in for a nap, or den for the winter?

The thought that follows is grimmer: “How in the world is that animal going to be able to do that tonight — or any night — and not get killed on the road?”

Cramer, a self-described “queen of wildlife crossings,” has been studying the intersection of transportation and ecology for the better part of two decades. During that time she’s come to think of roads as representative of the ways in which humans have dominated and fragmented the natural world.

A former professor of wildlife ecology at Montana State University and part-time resident of Gallatin Gateway, Cramer takes particular interest in U.S. 191, a serpentine two-lane highway that parallels the Gallatin River and bisects tens of thousands of acres of national forest that provide habitat for grizzly bears, black bears, elk, moose, deer, bighorn sheep, red foxes, wolverines and cutthroat trout. Set in a river corridor of the Greater Yellowstone Ecosystem thick with both humans and wildlife, Highway 191 hosts a steady stream of motorists traveling between Bozeman, one of the fastest-growing communities of its size in the country, and Big Sky, a resort town in the midst of a construction and tourism boom.

Between residents of Bozeman and Belgrade commuting south for work and vacationers bound for Big Sky or West Yellowstone, Highway 191 accommodates as many as 13,500 vehicles per day on a stretch of asphalt that in many places doesn’t meet federal and state highway standards for width, turn-outs, passing lanes and roadway curvature, according to a 2020 report on the 191 corridor between Four Corners and Beaver Creek (just south of the turnoff to Big Sky).

The report also reveals an increase of more than 130{6d6906d986cb38e604952ede6d65f3d49470e23f1a526661621333fa74363c48} in the number of vehicle crashes, from 64 in 2009 to 157 in 2018. One of the more dangerous stretches of 191 inside Gallatin Canyon saw as many as 39 crashes per mile during that same span, including seven fatal crashes and 27 that are suspected to have resulted in serious injuries.

The pressure on wildlife — particularly deer, elk, bighorn sheep and moose — is immense. Twenty-four percent of all crashes tallied in the report involved wildlife — more than any other type of accident studied. That’s more than twice the statewide rate of accidents involving wild and domestic animals, according to Montana Highway Patrol data from 2015.

A 2016 report based on animal carcass data found that a 10-mile stretch of U.S. 191 between Four Corners and the mouth of Gallatin Canyon is No. 2 in the state for wildlife carcasses reported per mile: 4.03 during the fall, when migration and breeding patterns spur ungulates to movement. The report, which was prepared by Bozeman-based nonprofit Center for Large Landscape Conservation, also included a tally of the total number of wildlife carcasses reported on Montana’s roadways between 2010 and 2015: 36,940, an average of 6,156 per year.

To help bring those numbers down, the report’s authors advise motorists to scan the roadside for wildlife, take special care in the dawn and dusk hours when animals are most active, slow down around blind corners, and use high-beam headlights in the absence of oncoming traffic.

But the most effective measures to reduce wildlife-vehicle crashes will require buy-in from transportation planners that oversee highway improvement projects. Cramer said wildlife crossings, which physically separate animals and motorists, are one of the best tools to reduce wildlife-vehicle collisions and support habitat connectivity, particularly at traffic volumes like those common on Highway 191. But Montana’s appetite for such measures appears to have waned in the past decade.

Cramer said there’s been a “precipitous drop-off” in the number of crossings MDT has installed in the past 15 years, which is consistent with the observation of Western Transportation Institute road ecologist Marcel Huijser, who recently told Montana Free Press that Montana has become “stagnant” developing crossings in the past decade. Rob Ament, Huijser’s colleague at WTI, notes that Highway 191’s route through Montana is one of the only highway segments in the Greater Yellowstone Ecosystem lacking a wildlife crossing or a completed study that could inform future crossings.

“Although mitigation measures may require large initial investment and maintenance expenses, the threshold collision rate at which these measures become cost effective is surprisingly low in some cases,” the CLLC report notes. “For example, the benefits of installing fencing with the underpasses and jump-outs outweigh the costs over a 75-year period [the approximate lifetime of a wildlife overpass] for sections of highway with at least 3.2 deer-vehicle collisions per kilometer per year.” For comparison, the carcass-per-kilometer rate in the section of 191 referenced in the report is nearly twice that: 6.7. And that includes only fatally injured animals — it doesn’t take into account those that were struck by vehicles but made their way off the roadway.

DEVELOPMENT, ZONING, AND THE “BARRIER EFFECT”

The fix isn’t as straightforward as securing funding and installing the infrastructure — itself a considerable ask, given that overpasses cost between $1 and $7 million, and the price tag for underpasses ranges from $250,000 to $600,000. Rob Sisson, a conservationist with decades of experience as an elected officeholder in southern Michigan, knows this well.

Sisson is a resident of Gallatin Gateway, a rural community of 884 people about halfway between Four Corners’ commercial sprawl and the mouth of Gallatin Canyon. He has a front-row seat to the carnage on Highway 191. The highway itself is just part of the picture, he said.

Sisson said he’s become increasingly frustrated watching some of the best agricultural land and wildlife forage in the valley transformed, parcel by parcel, into a commercial strip. He said development and traffic are cutting off one of the last viable highway crossings for elk traveling between the Spanish Peaks and the foothills of the Gallatin Range. To the south, the canyon pinches in — its tall granite walls are popular with rock climbers — and there’s scant open space on either side of the highway. Commercial development to the north hampers wildlife movement, he said.

“There’s just no place for the elk to go,” Sisson said. He tends to center the blame on Gallatin County government. “The county’s allowing it to be developed with no care for wildlife,” he said. He acknowledged that Gallatin County recently adopted a new growth plan directing commissioners and county staffers to take wildlife impacts into account, but said he’s underwhelmed by the document.

“Great — you’re too late,” he told MTFP in early November. “It has no teeth in it. It’s a suggestion.”

He said he’s looking for something stronger: zoning regulations to “put the horse in front of the cart” and prevent the Gallatin valley from succumbing to “runaway, out-of-control, unplanned, destructive development.”

Huijser echoes Sisson’s concern, saying that for a crossing to work well, transportation planners need assurance that the area surrounding it isn’t destined to be transformed from good wildlife habitat to poor habitat by virtue of development or changes in land use. Both Sisson and Huijser also acknowledge that zoning can be a tough sell in much of Montana, and in the American West more broadly.

“We have a lot of habitat loss [and] species loss over time. Natural resources, including space, are not endless,” Huijser said. “Once we acknowledge [they] are finite, then the logical step is to do landscape planning, spatial planning.” Huijser said he finds such efforts to be an important exercise for communities to prioritize what they value. Acting as if natural resources are infinite won’t end well, he said. “Our natural ecosystems [and] the species living in them will unravel.”

Last year, Sisson hit a roadblock in his attempt to launch a Gallatin Gateway zoning effort. He and his neighbors gathered signatures for a citizen zoning initiative but were deterred by the cost to hire a lawyer to prepare draft regulations, a new requirement implemented by the state Legislature last spring.

With his concerns escalating, Sisson went so far as to find $1 million of tentative funding for a wildlife overpass himself. But he hasn’t secured undeveloped land to build it on, and he worries that his window for finding such property is closing.

In the past couple of months, heavy machinery has been preparing what appears to be new commercial development in the immediate vicinity of his property. He wonders what will happen to the elk herd he’s enjoyed watching on a near-daily basis in an area he’s dubbed “the last 100 acres.”

Sisson’s urgency and frustration with the Gallatin County Commission is palpable in his writing about the issue, but commissioner Zach Brown said the commission is constrained in what it can legally do. “State law is very pro-development,” Brown said. “[It] really defines what we can and can’t do in terms of development review.”

Julie Cunningham, a biologist who does aerial ungulate counts for Montana Fish, Wildlife and Parks, said building a wildlife overpass isn’t a decision to take lightly. She said it doesn’t make sense to build a crossing that animals won’t use, whether because it’s poorly aligned with wildlife movements or because land use in the area is still in flux. A multimillion-dollar overpass adjacent to a parcel destined to become a brightly lit strip mall or densely populated subdivision won’t work well. Road ecologists call such structures “bridges to nowhere.”

Rapid growth throughout Gallatin County, which grew by 33{6d6906d986cb38e604952ede6d65f3d49470e23f1a526661621333fa74363c48} between 2010 and 2020, presents real concerns about finding durable solutions to habitat loss and traffic impacts, Cunningham said. She thinks it makes more sense to focus on conservation efforts to protect wildlife habitat in perpetuity.

She also said that the ways animals use a landscape and interact with human presence are complex. When she looks at the movements of Gallatin Valley’s elk herds, she sees something different from Sisson. Whereas Sisson describes an “elk highway” — a highly trafficked game trail cleaved by US 191 — Cunningham said her data shows something different.

She put radio collars on elk on the west side of the highway to get a better sense for their movements and found that they “did not routinely cross 191.” She said Sisson might see lots of elk near the highway, and he may even see elk occasionally cross it, but the highway doesn’t appear to be inhibiting a migration corridor. What she sees is two distinct herds, one to the west of 191 that she calls the Spanish Peaks herd and another to the east she calls the South Bozeman herd. She said the two herds tend not to spend much time on each other’s turf.

But wildlife advocates say the existence of a migration corridor is not the only consideration that should come into play. First, crash and carcass data indicate that a significant number of animals are getting hit by cars on 191 south of Gallatin Gateway. It’s mostly deer — as many as 66 per half-mile during the 10-year study period — but also elk.

Second, after a certain threshold wildlife strikes tend to go down as traffic increases. As traffic on a route intensifies, animals start avoiding it altogether, Cunningham said, contributing to what road ecologists call the “barrier effect” of highways.

While that might be good for motorists spared dangerous and expensive collisions, the picture is more complicated for wildlife. Animals might be less likely to die on the highway, but their movements to find food, mates and refuge from wildfire or drought are more restricted.

One study examining elk movement in Arizona found that when traffic volumes exceed 100 vehicles per hour, elk are rarely found within 100 meters of the road. By the time traffic volume reaches 500 to 600 vehicles per hour, elk routinely stay more than 100 meters away. Rush-hour traffic south of Gallatin Gateway commonly exceeds 1,000 vehicles per hour during summer weekday evenings, and shoulder season weekend traffic peaks still top 600 vehicles per hour.

A similar effect is at work with grizzly bears, which are even more road-shy than elk. A 2015 study examining the movement of northwestern Montana grizzlies fitted with GPS collars found that “crossing frequency was strongly and negatively correlated with traffic volume, reaching zero when traffic volume exceeded 100 vehicles per hour.” More recent radio collar data analyzed by FWP research biologist Cecily Costello supports the conclusion.






Lingenpolter

She estimates the bear made at least 46 attempts to get to the south side of the interstate between fall 2020 and spring 2021. He finally crossed successfully last May, apparently by walking beneath interstate and railroad bridges that span the Clark Fork river.

A PATH FORWARD

Supporting wildlife movements is the north star of the Center for Large Landscape Conservation, the nonprofit that prepared the report analyzing carcass hot spots on Montana highways. CLLC’s office also happens to be located just 7 miles east of the section of highway referenced in its carcass report.

After trying to fund projects that support wildlife movements across U.S. 191 for several years, CLLC is positioned to give the highway with the state’s second-highest wildlife carcass rate — and one of the only highways in the Greater Yellowstone Ecosystem without a wildlife ecology treatment — a closer look. The organization received a $50,000 allocation from the Big Sky Resort Tax Board last year and has teamed up with Western Transportation Institute to tailor a smartphone app called Roadkill Observation and Data System, or ROaDs, to gather information about conflict zones and wildlife movements on Highway 191 using citizen scientists, i.e., everyday motorists traveling the highway.
